In short. TeleCard is a custodial crypto wallet, which means we hold the keys to the addresses. You top up your balance with crypto, pay Russian SBP QR codes (an independent P2P merchant sends the rubles to the recipient) and withdraw to an external address. Before every money action the app shows you the rate, the fees and the total. The rules behind all of this are below.
1. About these Terms
1.1. These Terms of Use ("Terms") govern your use of TeleCard (the "Service"): the Telegram Mini App and the bot @itelecard_bot, the browser version at app.telecard.top, and this website, telecard.top.
1.2. The Service is run by the operator of TeleCard ("we", "us" or the "Operator"). You can reach us in the in-app support chat (Profile, then Support) and through the bot @itelecard_bot.
1.3. By signing in or starting to use the Service, you accept these Terms. If you disagree with any part of them, please don't use the Service.
1.4. The Privacy Policy, the AML and KYC Policy and the Cookie Policy apply alongside these Terms and form part of them.
1.5. You confirm that you are legally allowed to enter into an agreement like this where you live, that using crypto and services like this one isn't prohibited for you, and that you act on your own behalf and in your own interest.
2. Key terms
- Asset is a cryptocurrency or token the Service supports: USDT on TRON (TRC20), Ethereum (ERC20) and TON, plus BTC, ETH and Gram (formerly Toncoin) on TON. The app always shows the current list and networks.
- Balance is the record we keep of how much of each asset you can spend on a payment or withdraw.
- SBP is Russia's Faster Payments System, the national instant bank-to-bank payment system. Shops, cafés and services show SBP QR codes at checkout.
- Passcode is the 4-digit PIN you use to open the app and to confirm money actions. If you turn biometrics on (Face ID or a fingerprint), you can use them instead.
- Order is an SBP QR payment that you have confirmed in the app.
- Merchant is an independent participant in the merchant program who pays the ruble part of an order from their own bank account.
- Quote is the rate locked for a short time to price one specific payment.
3. What the Service does
3.1. It holds your balance in the supported assets and keeps a history of your operations.
3.2. You can top up your balance with crypto: for each asset and network, the app gives you an address.
3.3. You can withdraw an asset to an external address on the same network.
3.4. You can pay a Russian SBP QR code with an asset from your balance. The ruble payment to the recipient is made by a merchant.
3.5. You earn cashback on payments (section 8).
3.6. Anyone who qualifies can become a merchant and take orders (section 11).
3.7. Our support team helps with operations and questions: the chat in the app and the bot (section 14).
3.8. Features, supported assets and networks, limits and fees can change. The app shows the current values before you confirm an operation, and changes don't affect operations you have already confirmed. New products and features may come with their own terms.
4. Your account and access
4.1. You sign in with Telegram, and your TeleCard account is tied to your Telegram account. Look after it: turn on two-step verification and review your active sessions from time to time. We aren't responsible for access to your Telegram account.
4.2. The app opens only with your passcode or biometrics: on every launch and after 5 minutes of inactivity. After 5 wrong attempts in a row the passcode is locked for 15 minutes (longer if it happens again) and your sessions are ended. Money actions, such as payments, withdrawals and changes to payout details, ask for your passcode or biometrics once more.
4.3. Never share your passcode, Telegram login codes, private keys or recovery phrases with anyone. We and our support team will never ask for them.
4.4. Actions confirmed with your passcode or biometrics on your device are treated as made by you. If you think someone has gained access to your account, contact support as soon as you can.
4.5. If you forget your passcode, use the "forgot your code" option on the sign-in screen to open the support chat. Access is restored through support.
4.6. Your account is personal. Don't give anyone else access to it.
5. Custody
5.1. TeleCard is a custodial wallet. We hold the keys to the addresses, and transfers are signed by a separate, isolated signing service. Our main servers keep only the public keys used to create addresses. You don't have your own private keys or recovery phrase for funds held in TeleCard, and you can only move them through the app, including by withdrawing.
5.2. Your balance isn't a bank deposit, and it doesn't earn interest.
5.3. Crypto prices move, and the value of an asset can go down as well as up. Deciding to hold funds in crypto is your own call.
5.4. You are responsible for your own taxes and for following the laws that apply to you where you live or travel.
6. Deposits
6.1. You get a deposit address in the app for the asset and network you choose. Pick the asset and network before you copy the address: the same name (USDT, for example) doesn't mean the same network.
6.2. For Gram and for USDT on TON, the deposit address is shared, and your transfer is recognised by the comment (memo) shown in the app. A transfer without a memo, or with someone else's, isn't credited automatically and goes to manual review.
6.3. Funds are credited after the network confirms the transfer. By default that means 19 blocks on TRON, 12 blocks on Ethereum and 2 blocks on Bitcoin; on TON, once the transfer is finalised. Until then, the transfer shows in your history but can't be spent.
6.4. A transfer below the minimum deposit (shown in the app and on the Wallet and networks page) isn't credited automatically. If this happens, write to support. We'll look into it, but crediting isn't guaranteed.
6.5. If you send the wrong asset, use an unsupported network, enter the wrong address or leave out a required memo, the funds may be lost for good. Sometimes they can be recovered after a manual review, but we can't promise that in advance.
6.6. Your deposit address can change. We keep watching earlier addresses for a limited time only, so always send to the address the app shows now.
6.7. We don't charge a fee for crypto deposits. The sender pays the network fee.
6.8. A deposit can be held for a check (see the AML and KYC Policy).
7. Withdrawals
7.1. You can withdraw to an external address on the same network as the asset. The minimum amount and the fee are shown before you confirm. The fee is the network cost plus a margin and is deducted from the withdrawal amount, so the recipient gets the amount minus the fee.
7.2. A withdrawal is confirmed with your passcode or biometrics. We check the destination address before sending.
7.3. By default, withdrawals up to 500 USDT (in equivalent) are approved automatically if the checks pass, while larger or unusual ones are reviewed by a person. The default daily withdrawal limit is 5,000 USDT. The app shows the values that apply to you.
7.4. A withdrawal can be paused or delayed if the network is so congested that it costs more than the allowed maximum, if the operation needs a check, or if the law requires it.
7.5. Blockchain transfers can't be undone. We can't cancel or recall a transfer that has already gone to the address you gave us, so check the address and the network before you confirm.
8. Paying by SBP QR code, and cashback
8.1. How a payment works:
- You scan a Russian SBP QR code in the app. If the code has no amount, you enter it yourself.
- The app shows the ruble amount, the rate, the debit and the terms. The quote is locked for 30 seconds; after that you need to see and confirm the refreshed terms.
- You confirm the payment with your passcode or biometrics. The amount of the asset is frozen on your balance.
- The order goes to merchants who are online (by default the search runs for up to 15 minutes). A merchant takes the order and pays the SBP QR in rubles from their own bank account. They have 3 minutes to do it; if they decline or run out of time, the order goes back to the search.
- Once it's paid, the order gets a final status and the frozen amount goes to the merchant. You see the result in your history and the bot sends you a message.
8.2. While an order is still looking for a merchant you can cancel it, and the frozen amount returns to your balance. If no merchant is found in time, the order is cancelled and the amount returns as well. Once a merchant has taken the order, it can't be cancelled. You can have only one active order at a time.
8.3. The payment rate is below the market rate: by default by 4% (3% service fee plus 1% merchant margin). There is no separate fee on top. The rate is built from market sources, and if current quotes are temporarily unavailable, payments pause. More on the Rates and fees page.
8.4. By default, a single payment ranges from ₽10 to ₽100,000, and the monthly limit is ₽300,000. The app shows the values that apply to you before you confirm.
8.5. We organise the order and find a merchant, but the ruble payment to the recipient is made by the merchant, an independent participant, not by us. We aren't the seller of the goods or services and aren't responsible for their quality. Questions about the goods, refunds and exchanges are for you and the seller to settle. Check the recipient and the amount before you confirm: you are responsible for the QR code you choose to pay. A dynamic QR code works for one payment, and paying the same code again may be declined.
8.6. If a payment didn't go as expected, use the "problem with the payment" option on the order screen and describe what happened. You can open one dispute per order, within 72 hours of completion by default. Our support team looks into it together with the merchant, using the order data, the payment confirmation and your explanation. If the dispute is decided in your favour, the debited amount returns to your balance.
8.7. Cashback is 1% of the payment amount in USDT by default. It is credited in USDT · TRC20 once the order is completed, and cancelled orders earn none. The cashback rate and promotion terms can change; the app shows the current ones.
9. Acceptable use
9.1. Don't use the Service for anything the law prohibits, or for fraud, money laundering, terrorist financing or sanctions evasion.
9.2. Don't mislead the Service or other participants: no forged documents, receipts or data, no paying someone else's QR code without their knowledge, and no creating orders you don't intend to see through.
9.3. Don't use the Service if you, or the funds you handle, are subject to sanctions or other legal measures that prohibit it.
9.4. Don't get around limits or safeguards, flood the Service with automated requests, try to reach other people's data, or study or copy the Service in order to build a clone.
9.5. Don't use the Service to pay for goods or services whose trade is unlawful.
10. Checks and suspension
10.1. We screen deposit and withdrawal addresses, watch for suspicious activity, and may ask you to explain an operation. How this works is described in the AML and KYC Policy.
10.2. We may hold an operation for a check, decline it, pause individual features or limit access to an account if we suspect a breach of these Terms, fraud or the use of someone else's funds, or if the law requires it. Where the law allows, we'll tell you in the app or the bot.
10.3. If your access has been limited, you can still write to the bot @itelecard_bot to raise the matter. Any funds on your balance are dealt with case by case, in line with the law.
10.4. You can stop using the Service at any time. Withdraw your remaining balance through the app first.
11. Merchants
11.1. A merchant is an independent participant, not our employee or representative. They act in their own name and at their own expense.
11.2. To become a merchant, apply in the app. The application has five steps: a questionnaire, a bank account, documents and a statement, collateral, and a review. Our team reviews it and can approve it, ask for corrections, or reject it, in which case the collateral is returned. What data you provide and how it is stored is described in the Privacy Policy.
11.3. Orders may only be paid from your own verified bank account. Paying from someone else's account isn't allowed. For each paid order the merchant attaches the bank's receipt. Receipts are checked, and if the risk is high, the merchant is paused automatically until our team decides.
11.4. The collateral depends on the tier and sets the maximum order size. The default tiers and terms are on the For merchants page, and the exact values are shown when you apply. Earnings from paid orders are held for a while, and lost disputes are covered from the collateral and the held earnings.
11.5. A merchant can leave the program at any time. The collateral is returned after the hold period (48 hours by default) if there are no open disputes or orders in progress.
11.6. Merchants are responsible for their own taxes, for following the law and for their bank's rules. A bank can suspend activity on an account on its own grounds, and we aren't responsible for those decisions.
11.7. We don't promise or guarantee any income: it depends on the number of orders.
12. Liability
12.1. We are responsible for meeting our obligations under these Terms to the extent the law allows.
12.2. We aren't responsible for losses caused by:
- mistakes by the sender: the wrong asset, network, address or memo;
- losing access to your Telegram account or your device, or sharing your passcode or other secrets with others;
- the way blockchain networks work, including congestion, delays, forks and rule changes;
- changes in asset prices;
- the actions of third parties we can't control, such as banks, sellers, Telegram and infrastructure providers;
- decisions of authorities, sanctions and other legal requirements;
- events beyond our reasonable control.
12.3. We do our best to keep the Service running without interruptions, but we can't guarantee it: there can be maintenance, outages and pauses, including when current quotes aren't available.
13. Intellectual property
13.1. The TeleCard name, design, texts, software and other materials of the Service belong to the Operator or are used by it on a lawful basis.
13.2. You may use the Service for yourself and for its intended purpose. Don't copy, modify or distribute its materials without permission.
14. Support and complaints
14.1. Write to the support chat in the app (Profile, then Support) or to the bot @itelecard_bot. Include the operation number, the asset, the network, the amount, the time and the transaction hash if you already have it. You can attach a photo or a PDF to a message.
14.2. Support never asks for your passcode, Telegram login codes, private keys or recovery phrases. Don't share them with anyone.
14.3. We look at every request on its merits and reply in the chat. Please start with support, since most questions are settled there. If a matter can't be resolved, the dispute is settled in the way the applicable law provides.
15. Changes to these Terms
15.1. We may change these Terms. The new version is published on this page with a new date, and we'll tell you about significant changes in the app or the bot where we can.
15.2. If you keep using the Service after a change takes effect, you accept the new version. If you disagree, stop using the Service and withdraw your remaining balance.
15.3. This version applies from 8 October 2026.
